The Innovative Pavement Research Foundation (IPRF) is a 501(c)(3) corporation, sponsored by the American Concrete Pavement Association.

The IPRF does not discriminate on the basis of race, color, national origin, age, or handicap in a program or activity receiving EPA assistance or, in programs or activities covered by section 13, on the basis of sex. The President is designated as the civil rights coordinator.

Provide a unified means of building resources, developing strategies, and implementing programs to address concrete pavement research, technology advancement and transfer, and public education on the inherent economic efficiencies, safety, and quality-of-life advantages of portland cement concrete pavements for highways, streets, roads, and airports.

The Innovative Pavement Research Foundation is engaged in research stemming from, "Creating a New Generation of Pavements: a Blueprint for Concrete Pavement Research," which outlined five goals associated with concrete pavement research, technology, and innovation. The goals are:

1. Develop current best practices
2. Reduce initial costs
3. Reduce user delays
4. Develop cost-competitive options
5. Achieve design expecations
